Site Owners design their sites and documents to fit their intention of having social activity or not.

As a Site Owner, I want to configure my site and documents with or without social activity.
Problem
In the last meeting with Lunaticoin he expressed the dislike of showing the document tools in all his documents. I believe we can hide that by respecting the activity toggle we have on the document metadata.
This is more a bug than a new project!
