As an admin I want to set up the links on my header so that I can prioritize what is shown for quick access

We're shifting the mental model. The header is no longer the navigation base — it's now a space where admins can optionally add links . The primary navigation base is the document browser we just implemented.

No sections or documents are created here — only quick-access links to existing docs.
