Why does paragraph spacing decrease when I convert a paragraph into a heading?

When converting a regular paragraph block into a Heading, the vertical spacing above the block becomes noticeably smaller than the spacing between normal text blocks. This makes headings appear visually cramped compared to regular paragraphs.

We already solved this in the published state, but the draft editor still uses the old spacing rules. The fix should simply bring the draft state in line with the published state, where heading spacing is more generous and visually clearer.

This isn’t urgent, but it’s something we should eventually unify so the draft and published experiences match.

See Banking, Solar, and Carsharing, and the space with its previous block.
