    As I mentioned in Discord, I asked Isabella Velez for a new design for the situation in which a user is focused on a particular comment, but the website does not have web signing enabled.

    when web signing is not enabled, the user will see a button to be redirected to hyper.media to create the reply comment.

    This is also the case when we show the root discussions of a document in a website that does not have web signing enabled.
