On mobile, in the current design, the Document Panel is accessible via the bottom navigation menu, under the discussions icon.

IMO, the icon should be inside the document, making it clear to the user that the discussion context is the document itself. Right now, the context is unclear, and it is hard to tell whether you are in the General Site Feed or the Document Feed.
