We need to decide how to represent comment mentions using cleaner, more human-friendly URLs. The current full comment link looks cluttered, and alternatives like embeds or cards don’t fit the use case.
Options to consider:
GitHub-style mention — e.g., “#51317 (comment)”
Attribution-based mention — e.g., “Comment by ACCOUNT_NAME”

Shortened internal slug — a compact, readable identifier that still links to the comment.
Goal: choose a format that is readable, compact, and still clearly identifies the referenced comment.
